Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, highly appreciates the Importance of Parliaments in the Organization of Effective Law-Making

 

V.Lytvyn, Chairman of The Verkhovna Rada of Ukraine, delivered a welcoming speech at the 2nd Working Session of the Heads of Secretariats of the Parliaments of the CIS Member States, the Baltic and the Caucasian States held in Kyiv on Thursday.

 

He stated that importance and influence of a parliamentary secretariat is of utmost importance, as it supports the law-making activities of the parliament members. "Members of the parliament tackle high politics, while the legislative initiatives should assume the form of legal formulas as resolutions or laws," he stated.

 

Dwelling upon the inter-parliamentary cooperation, V.Lytvyn stated that The Verkhovna Rada boosted its development, as "a full-fledged cooperation was established, and the work of the inter-parliamentary assemblies was restored." He believes that the parliament members should encourage the respective parliaments to use the potential of bilateral cooperation. V.Lytvyn stressed that Ukrainian Parliament was closely cooperating with the international and European parliamentary institutions.

 

The Chairman of The Verkhovna Rada of Ukraine declared that the foreign policy of Ukraine would be responsible and seminal. He stated that the world faced new challenges, so the countries should foster integrated policy and demonstrate responsibility, considering cultural and historical specificity.

 

V.Lytvyn stressed that the documents on cooperation with the European Union, i.e. the agreement on political association, the agreement of a free trade zone and the visa-free regime action plan, should envisage European prospects.

 

As to the political situation, the Chairman of The Verkhovna Rada of Ukraine admitted that notwithstanding further political struggle after the presidential elections, Ukraine "switched its development onto a normal track, having no conflicts between the President, the Parliament and the executive authorities". A stable majority, including 270 deputies, has been formed in the Parliament.  

 

However, the Head of the Parliament objects to the constitutional majority, as "it is tempting to pass complicated resolutions rapidly."

 

V.Lytvyn stated that Ukraine faced the inevitability of the constitutional reform, which is also demanded by the Council of Europe. However, introduction of amendments to the Fundamental Law should be preceded by the scrupulous analysis and discussion of its provisions.

 

Among the key tasks of The Verkhovna Rada, the Chairman singled out adoption of the Tax Code and the State Budget for 2011. V.Lytvyn claimed that Ukraine started to recover from the recession, which necessitates cooperation with other countries and introduction of high technologies and innovations.
